The Department of Provincial and Local Government Affairs has received Project Preparation Facility Grant from the World Bank to finance the preparation cost towards the implementation of the Rural Service Delivery Project Phase 2 (RSDP 2) and intends to apply part of the proceeds for consulting services.
The Rural Service Delivery Project Phase 2 is a five (5) year project to be implemented by the Government of Papua New Guinea (GOPNG), financed by the World Bank through a US$100 million credit. The RSDP 2 builds on the experiences and lessons learned from the Rural Service Delivery Project (2018-2025) and the Rural Service Delivery and Local Governance (CDD pilot (2013-2017). RSDP Phase 2 will be implemented in twelve (12) provinces of Central, Gulf, Western, West Sepik, East Sepik, Morobe, Eastern Highlands, Simbu, Enga, West New Britain, East New Britain and the Autonomous Region of Bougainville.
The design of the project is based on a community-driven development (CDD) model that seeks to empower communities to take the lead in their development. This is accomplished through the application of participatory planning and implementation procedure, as well as direct management of investment resources that support basic community services and infrastructure.
The project Development Objective is “to improve access to resilient basic infrastructure and services and strengthen participatory local governance in targeted communities including those affected by violence”
The project consists of the following four (4) key components:
I. Preparation and Implementation of Community Sub-projects;
II. Strengthening community and local government capacity;
III. Project Management, Monitoring and Learning; and Support for the National Prevention Strategy and
IV. Contingent Emergency Response Component
